This has been a point of much confusion until I was told that following the Great Depression the Constitutional Republic was dissolved in bankruptcy and part of the terms laid down by the Federal Reserve was that all property, both public and private was to be pledged as collateral to the banks to keep the country running by supplying that much needed cash.
